Rene B. LaVigne
President and Chief Operating Officer

Rene LaVigne has over 25 years of sales, marketing, operations, finance, and accounting experience in the information technology and financial industries.

Prior to joining Apptis and ATS, Rene was president of Northrop Grumman Computing Systems, a federal systems integrator. He began employment with Northrop, as Logicon Inc. (a division of Northrop Grumman Corporate) made its acquisition of Federal Data Corporation (FDC). Rene led the transition and served as president of the new entity, which included FDC, and other pre-existing and acquired entities. Prior to the acquisition of FDC, Rene was senior vice president managing FDC's Systems and Technology Group.

Before focusing on the information technology industry, Rene spent 10 years with Ernst & Young in Los Angeles, CA, and Washington, DC, developing his financial and business management foundation in the public accounting, auditing, and business advisory service markets. These experiences helped to shape and formulate his ability to analyze, assess, and summarize critical business decisions and potential strategies.

Rene received his Bachelor of Science in Accounting from Loyola Marymount University in 1983. He is a Certified Public Accountant and is a member of the American Institute of Certified Public Accountants. He served as President of the Washington, DC Chapter of the National Association of Black Accountants in 1993 and 1994. Rene has been a member of the Board of Directors of the Technology Council of Maryland since 2002, and is a founding Member and Chair of the Prince George's Technology Council. He is a member of the Board of Directors of the Prince George's Community College Foundation and Doctors Hospital, and former board member of the Prince George's Chamber of Commerce and Prince George's County Economic Development Corporation. Additionally, Rene serves on several corporate boards and advisory groups.

Stu Strang
Senior Vice President of Sales

For nearly 25 years, Stu Strang has been marketing information technology to the federal government and business sectors. As Senior Vice President of Sales, he manages 100 sales and sales support professionals and strategically positions the team to align with current opportunities.

During his career, Stu has worked with clients in virtually every major civilian, defense, and intelligence agency of the U.S. Government, as well as many top regional businesses. This diversity of experience brings an understanding of the unique technology, timing and compliance needs of all ATS clients — whether the goal is to drive missions, or profits.

Prior to ATS, Stu served as Vice President of Sales for Apptis, where he worked with the same sales team to develop business within federal government and commercial sectors. Before joining Apptis, Stu served in Sales Vice President positions selling exclusively to the federal sector at Northrop Grumman Computing Systems and Federal Data Corporation.

Stu earned his Bachelor of Arts in Marketing from James Madison University in Virginia.

Marc Mercilliott
Vice President of Technical Services

With nearly 20 years of experience working for prominent government IT providers, Marc Mercilliott is a versatile technology leader with focused expertise in consulting services and large-scale IT operations. As Vice President of Technical Services, Marc guides the technology direction of ATS ensuring that the company's offerings leverage industry innovations, align with client needs and are seamlessly delivered.

Marc has held senior management responsibilities in every phase of technology delivery, including marketing, business development, design, implementation, operations, and support. This brings a broad perspective to ATS's solutions delivery. He is committed to leveraging expertise and best practices in each area to ensure consistent positive client experiences and results.

Prior to ATS, Marc served as Vice President, Public Sector Services & Programs for Apptis where he managed a $20 million program portfolio delivering IT services and infrastructure support to defense, civilian, and commercial clients.

Before Apptis, as Senior Director of Northrop Grumman's Networking & Security Services organization, Marc led the growth of consulting services business to over $35 million in annual revenue. He has also held senior management or technical positions at PRC, DynCorp, Wang, and Martin Marietta.

Marc achieved a Bachelor of Science in Information Systems Management with a secondary concentration in Business Management from the University of Maryland.

John R. Hanifan
Vice President of Regional Operations

With nearly 30 years of experience working in the government IT market, John Hanifan has extensive experience in business development, large program capture, sales, and operations with major government IT integrators. As Vice President of Regional Operations, John leads sales, services, and operations for the Europe, Southeast, West, and Pacific Rim regions.

John has held senior management responsibilities in every phase of business development, large program capture management, operations, sales, and support. This brings a broad perspective to ATS's sales, services, and business development. He is committed to leveraging a geographic based business model with expertise and best practices in each area to ensure a consistent national strategy with regional implementation.

Prior to ATS, John served as Vice President, Regional Operations for Apptis where he managed a $240 million dollar business unit delivering IT services and infrastructure support to defense, civilian, and commercial clients.

Before Apptis, as Executive Director West Region of Northrop Grumman's IT CS organization, John led the growth of the West Region business from $13 million to over $200 million in annual revenue. He has also held senior management positions at GE Capital Federal Systems and GTSI.

Rick Garbett
Director of Civilian Sales

As Director of Civilian Sales, Rick Garbett brings over 20 years of experience in the business of providing technology solutions and products to non-military government organizations. He leverages a diverse background that combines sales, program management, and contracts management expertise to offer clients a well-rounded perspective on how to best design, manage, and procure mission-aligned IT.

During his career, Rick has delivered solutions to most civilian agencies including Departments of Energy, Justice, Health and Human Services, Homeland Security, and Labor, as well as many major independent agencies such as the Securities and Exchange Commission and Federal Communications Commission.

Prior to ATS, Rick held civilian agency sales management positions at Worldwide Technology and Northrop Grumman/Federal Data Corporation, where he consistently earned a spot in the Leadership Circle. Before focusing on sales, he held senior level positions in contract and program management at several small to mid-sized federal providers where he managed relationships with leading integrators and VARs including IBM, Lockheed Martin, EDS, and GTSI.

Rick earned a Bachelor of Science degree in Accounting from Villanova University.

Tony Celeste
Senior Director of DOD and Intelligence Sales

Tony Celeste has nearly 30 years of sales management and leadership experience; with over 20 specifically focused on high-technology solutions in both commercial and government markets. His extensive background in this arena includes major system integrators and federal reseller channels. As Senior Director at ATS, Tony's leadership strengths and proven performance enable results driven rapid growth and expanded solutions offerings.

Prior to Apptis, Tony worked closely with executive team members at Xiotech Corporation to support strategic business initiatives. He provided strategic sales and management vision and drove aggressive growth for Xiotech. Until that time, Tony spent over 10 years with SGI Federal (SGI) where he held several key positions, including National Director of the Defense, Intelligence, and Homeland Security Business unit. This business unit represented the largest entity within SGI and under his leadership grew in excess of 30%. For this achievement, Tony was acknowledged with SGI's Exemplary Leadership Award in 2003. Preceding SGI, Tony spent 11 years at Digital Equipment Corporation in leadership roles of increasing responsibility.

Tony holds a Bachelor of Science, Business & Management from University of Maryland and is a member of the Aerospace Industries Association, the Armed Forces, Communications and Electronics Association, the National Military Intelligence Association, and the Information Technology Association of America.
